New Washington Law Requires Female Restrooms on Job Sites
New Regulations & What’s Changing?
New rules under the Job Site Restroom Laws in Washington (EHB 2266) will take effect on June 6, 2025, impacting Seattle job sites and beyond. These changes mandate that construction industry employers provide dedicated, sanitary restrooms for workers who menstruate or express milk.
This shift is part of a broader movement to improve workplace conditions in construction and labor-intensive industries, ensuring that all workers have access to clean, private, and well-maintained restroom facilities.

Key Requirements Under the New Law
- Dedicated Restroom Facilities – Employers must provide lockable, private restrooms that meet state-size standards and are at least equivalent to standard portable toilets.
- Menstrual Hygiene Products – These must be supplied at no cost to employees in all gender-neutral or women’s restrooms or made available in personal kits for affected workers.
- Lactation Accommodations – Employers must offer:
- A private, sanitary space for expressing milk (not a bathroom) that is free from intrusion and, if possible, lockable.
- On-site refrigeration for storing expressed milk in a hygienic and accessible manner.
- A nearby water source for hygiene and cleaning of lactation equipment.
- Time Allowances – Employees must be given adequate time to use restroom facilities, especially when dealing with multiple layers of work clothing.
Compliance Timeline:
- Law Effective Date: June 6, 2025
- Penalties Begin: July 1, 2025 (or 30 days after the final rules are published)

What This Means for Construction & Job Site Managers
If you oversee a job site, compliance with these new regulations is mandatory. Construction companies must ensure their worksites provide proper facilities to meet these new state requirements.
What Needs to be Done Now?
- Evaluate your current facilities – Do you have separate, lockable restrooms for workers who menstruate?
- Plan for required upgrades – Ensure adequate menstrual product supply, privacy features, and designated lactation areas are in place.
- Educate your workforce – Ensure supervisors and employees understand their rights under the new law.

As more job sites race to meet compliance before the deadline, delaying preparations could lead to shortages of compliant facilities or logistical delays.

Add a Construction Restroom Trailer to Your Site Plan
For longer construction projects, Green Latrine also provides construction restroom trailer rentals that offer a more permanent-feeling restroom environment for project teams, supervisors, inspectors, visitors, and temporary site offices.
These trailers include enclosed restroom space, flushable toilets, running water, interior lighting, climate control, and finished interiors for extended job-site use.
Individual restroom stalls can be secured for privacy, making these trailers a flexible option for women on site, project managers, supervisors, office staff, inspectors, visitors, or other designated users. Contractors can decide how the trailer is allocated based on workforce needs, site layout, and project requirements.
